CTO is a modern container marine terminal, operated under a Ukrainian government license held by the German entity Hamburger Hafen und Logistik AG [HHLA]. CTO was likewise struck by Russian missiles last year (23 May 2025), resulting in the deaths of three marine terminal workers; serious injuries to five others and significant damage to terminal infrastructure.
