He was unable to escape his cab and consequently drowned.<\/p>\n\n\n\n<p>As depicted in the video clip provided below, Julio C\u00e9sar Quiroz Orme\u00f1o, 74 and a longtime port worker; for reasons yet unknown, seemingly made no perceived attempt to brake his rig and was propelled into the water while at the wheel of his tractor. One media report relates that Mr. Quiroz Orme\u00f1o&#8217;s rig displaced cement blocks that had been arranged on the stringpiece to form a bull rail of sorts. <\/p>\n\n\n\n<p>Other media reports
